中国—东盟数字创新合作的态势与路径选择

在数字时代,数字创新应用是一国数字化转型与经济增长的关键环节,因此数字创新成为国家竞争力的新高地。依托数字丝绸之路倡议,中国与东盟成员国在数字领域的合作愈发密切,彼此关系韧性更强。当前,中国—东盟数字经济合作重点正从数字消费向产业数字化迈进,以加速实现数字化转型,推动经济增长。中国与东盟聚焦数字技术与产业融合,在创新政策协调、数字基础设施、数字平台建设和数字人才培养等方面取得了较大进展,但双方数字创新合作也面临东盟内部发展不平衡、数字规模小、数字场景不丰富、数字安全问题突出以及外部势力干扰等挑战。未来,双方应致力于优化数字创新合作顶层设计,推进数字基础设施建设,搭建数字人才培养体系,深化数字创新治理合作等,为中国—东盟数字创新合作构建良好生态系统,服务于构建中国—东盟数字命运共同体。

In the digital era,digital innovation is crucial to digital transformation and economic growth.Digital innovation has become a new highland of national competitiveness.Under the framework of the Digital Belt and Road Initiative,China has carried out close digital economic cooperation and has concluded digital economic partnership with ASEAN countries.At present,the emphasis of China-ASEAN digital economic cooperation is moving from digital consumption to industrial digital cooperation,in order to promote the integration and development of digital technology and industry,and to accomplish digital transformation and economic growth.Both sides have made great progress in innovation policy coordination,digital infrastructure and digital platform construction,and digital talents training.However,the digital innovation cooperation between China and ASEAN also faces various challenges such as imbalanced development within ASEAN,small digital scale,insufficient digital scenes,outstanding digital security problems and interference from external forces.In the future,China and ASEAN could facilitate joint efforts on the top-level design of digital innovation cooperation,promote digital infrastructure construction,explore the potential of digital talent cultivation,and deepen cooperation on digital innovative talents cultivation,with a view to building a China-ASEAN digital innovation ecosystem and promoting the formation of China-ASEAN Community of Shared Future in the Digital Age.
