新质生产力是以科技创新为主的生产力,更具有融合性与开拓性,符合科技创新的发展趋势,更符合高质量发展的内在要求。科技是第一生产力,人才是第一资源,创新是第一动力,塑造新质生产力离不开科技人才。文章阐述了科技人才的内涵,分析了新质生产力建设对科技人才的新要求,列举了国内主要城市科技人才引培政策,最后以宿迁市为例,结合其在新质生产力建设背景下科技人才引培的实际做法与成效,探索科技人才引培的新路径。

New-quality productivity is a productivity based on scientific and technological innovation,which is more integrated and pioneering,in line with the development trend of scientific and technological innovation and the inherent requirements of high-quality development.Science and technology are the primary productive forces,talents are the primary resources,and innovation is the primary driving force.It is inseparable from scientific and technological talents to shape new-quality productivity.This paper expounds the connotation of scientific and technological talents,analyzes the new requirements for scientific and technological talents in the construction of new-quality productivity,and lists the policies of introducing and cultivating scientific and technological talents in major cities in China.Finally,taking Suqian city as an example,combined with its actual practices and achievements in introducing and cultivating scientific and technological talents under the background of the construction of new-quality productivity,it explores a new path for introducing and cultivating scientific and technological talents.
