摘要
“强师计划”明确将建强县级教师发展机构作为造就新时代高质量教师队伍的重要举措。纵观我国县级教师发展机构建设历程,大致历经以教师学历补偿为重心的初创奠基期、以教师继续教育为主线的发展完善期和以教研训一体化为指向的转型创新期三个阶段,推进县域教师培训、教研、科研、电教等资源有机整合的新型县级教师发展机构建设已成为当下趋势。但在这一转型发展过程中,县级教师发展机构面临资源整合程度不高,职能定位模糊,师资队伍服务能力不足,运行条件亟待改善等问题。应从完善顶层制度设计着手,进一步理顺机构职责定位,通过加强师资队伍建设,提升机构服务能力,健全经费保障机制等措施,为建强新型县级教师发展机构提供支撑。
The“Basic Education Teachers Enhancement Program”clearly identifies the building of strong county-level teacher development institutions as an important initiative to create a high-quality teaching force in the new era.Throughout the history of the construction of county-level teacher development institutions in China,it has roughly gone through three stages:the initial foundation period with teacher academic compensation as the focus,the development and improvement period with teacher continuing education as the main line,and the transformation and innovation period with the integration of teaching research,scientific research and training as the point.The construction of new county-level teacher development institutions that promote the organic integration of county teacher training,teaching research,scientific research and e-learning resources has become the current trend.However,in this process of transformation and development,county-level teacher development institutions face problems such as low integration of resources,ambiguous functional positioning,insufficient service capacity of teacher teams,and operating conditions that need to be improved.To provide support for building strong new county-level teacher development institutions,we should start by improving the top-level system design,further rationalizing the responsibilities and positioning of institutions,taking measures to strengthen the construction of teachers,enhance the service capacity of institutions,and improve the funding guarantee mechanism.
