数字技术创新发展易货贸易的机遇及对策

The Opportunities and Countermeasures of Developing Barter Trade with Digital Technology Innovation

以数字技术创新发展易货贸易,不仅是贯彻落实“发展数字贸易,加快建设贸易强国”重要精神的表现,也是加快形成和发展习近平总书记提出的“新质生产力”的重要表现。在以数字技术为代表的新一轮信息技术革命下,易货贸易通过数字赋能可以解决以往面临的信息不对称、供需难匹配等传统难题,并面临着创新发展的重要机遇。特别是,受世界百年未有之大变局和世纪疫情的叠加影响,数字赋能下的易货贸易有望成为应对世界经济“动荡”与“变革”等不确定性和风险的重要举措,并成为未来贸易方式的主导形态和新增长极。中国亟待抢抓这一新战略机遇,其战略意义不仅在于顺应经济全球化发展大势,实现中国对外贸易“增量提质”,更为重要的是,能更好地服务国家统筹开放和安全、加快推动人民币国际化等战略需要。为此,中国应尽快启动易货贸易新战略,依托数字赋能推动易货贸易创新发展,并将中国打造成为全球易货贸易的中心和枢纽。这也是实现党的二十大报告提出的建设数字贸易强国的题中应有之义。

To develop barter trade with digital technology innovation is not only the performance of implementing the important spirit of“developing digital trade and accelerating the construction of a trade power”,but also the performance of accelerating formation and development of new productive forces proposed by General Secretary Xi Jinping.Under the new round of information technology revolution represented by digital technology,barter trade can solve traditional problems such as information asymmetry and difficult matching between supply and demand through digital empowerment,and faces important opportunities for innovation and development.In particular,due to the momentous changes of a like not seen in a century and the superimposed impact of the once-in-a-century pandemic,the digitally-enabled barter trade is expected to become an important measure to deal with uncertainties and risks such as“turbulence”and“change”in the world economy,and become the dominant form and new growth pole of future trade methods.China urgently needs to seize this new strategic opportunity.Its strategic significance is not only to conform to the general trend of economic globalization and achieve the“incremental improvement”of China’s foreign trade,but more importantly,to better serve the strategic needs of the country’s overall opening up and security,and accelerate the internationalization of the RMB.To this end,China should launch a new strategy of barter trade as soon as possible,rely on digital empowerment to promote the innovative development of barter trade,and build China into a global barter trade center and hub.This is also the meaning of realizing the theme of promoting digital trade by the Report to the 20th National Congress of the CPC.
