民营企业参与重大科技攻关的现实障碍与破解路径

The Realistic Obstacles and Resolutive Path for Private Enterprises to Participate in Major Science and Technology Projects

支持民营企业参与重大科技攻关,是激发民营经济发展信心和投资积极性、促进国民经济高质量发展的一项核心举措。然而,除自身存在的短板外,民营企业参与重大科技攻关的意愿、能力和成效还会受到制度不兼容、社会认同度不高、创新主体地位不实、公共政策协同缺位、协同创新体系支持不足等外部因素的不利影响。为了充分发挥民营企业在重大科技攻关中的积极作用,亟需以政策协同破解资源困境、以产业产业协同破解能力困境、以环境优化破解成效困境。

Supporting private Enterprises to participate in major science and technology projects(MSTP,he reafter) is a core measure to stimulate development confidence and investment enthusiasm of private sector,and promote the high-quality development of the national economy.In addition to own shortcoming,however,the willingness,ability and effectiveness of private enterprises to participate in MSTP will also be adversely affected by external factors such as institutional incompatibility,low degree of social identity,in adequate innovation subject status,absent public policy coordination,and insufficient support from collab orative innovation systems.To give full play to the active role of private enterprises in major scientific and technological tackling,it is urgent to solve the resource dilemma through policy coordination,the capability dilemma through industrial collaboration,and the effectiveness dilemma through environmental optimiz ation.
