城乡融合的逻辑机理、多维测度及区域协调发展研究——基于新型城镇化与乡村振兴协调推进视角

Research on the Logical Mechanism,Multidimensional Measurement and Regional Coordinated Development of Urban-rural Integration:From the Perspective of Coordinated Promotion of New Urbanization and Rural Vitalization

在加快构建全域城乡融合发展新格局背景下,合理评估城乡融合发展水平及区域发展差异具有重要现实意义。本文基于“双轮协调”推进城乡融合发展的逻辑机理,创造性地构建一套兼顾系统论和复合论思想的评价指标体系,对2010—2020年中国31个省份城乡融合发展总体及分维度水平进行测算,并对区域城乡融合发展差距展开研究。结果表明,考察期内城乡融合发展总体及分维度水平均呈现平稳上升趋势;城乡融合发展总体及各维度水平存在明显的地区差异且主要来源于区域间差异,东部地区城乡融合发展总体水平的内部差异最大,东部—西部的区域间差异最大。据此,提出促进区域城乡融合协调发展的政策建议。本研究为城乡融合发展评价指标体系的构建提供了新思路,也为缩小区域城乡融合发展差距提供政策参考。

In the context of accelerating the construction of a new pattern of urban-rural integration development,it is of great practical significance to reasonably assess the level of urban-rural integration development and regional development differences.Based on the logic mechanism of""two-wheel coor-dination"to promote urban-rural integration development,this paper creatively constructs a set of eval-uation index system that takes into account the ideas of system theory and compound theory,calculates the overall and sub dimensional level of urban-rural integration development in 31 provinces in China from 2010 to 2020,and studies the regional urban-rural integration development gap.The results show that the overall and multi-dimensional levels of urban-rural integration development in the review peri-od have shown a steady upward trend;There are obvious regional differences in the overall level of ur-ban-rural integration development and each dimension level,which mainly comes from regional differ-ences.The internal difference of the overall level of urban-rural integration development in the eastern region is the largest,and the regional difference between the eastern and western regions is the lar-gest.Based on this,the paper suggests to promote the coordinated development of regional urban-rural integration.This study provides a new idea for the construction of the evaluation index system of urban-rural integration development,and also provides policy reference for narrowing regional urban-rural in-tegration development gap.
