叙事竞争与中国“一带一路”叙事体系建设

Narrative Contestation and the Further Improvement of China's BRI Narrative

“一带一路”倡议提出十年来,共建“一带一路”理念、原则、目标、愿景等日渐清晰具体,中国“一带一路”叙事内涵不断丰富,体系日臻完善。“一带一路”已成为具有重要影响力的中国话语和中国标识,并成功融入世界叙事和话语体系。与此同时,中国的“一带一路”叙事在国际舆论场上不时面临叙事竞争,最为典型的是美国在不断强化中美战略竞争的背景下,通过再情境化、角色重塑、情节重置等手法,与中国展开全面系统的叙事之争,以建构国际社会对“一带一路”的负面认知,阻碍中国与共建国家的合作进程,为提出“一带一路”的竞争性替代方案提供话语支撑。面对复杂多维的叙事竞争,中国需保持战略定力,进一步加强“一带一路”叙事的系统性和连贯性,提升叙事黏性和传播效果,利用好第三届“一带一路”国际合作高峰论坛提供的契机和后续影响,及时有效化解关于“一带一路”的各种不实论调,构建好“一带一路”叙事,做好国际传播,扎实推进“一带一路”高质量建设,使“一带一路”建设行稳致远。

Since China put forward the Belt and Road Initiative(BRI)ten years ago,its concepts,principles,goals and visions have become increasingly clear and concrete,leading to the constant and systematic development of China's BRI narrative.As an influential Chinese discourse and symbol,the “BRI”has been successfully integrated into the world's narrative and discourse system.Meanwhile,China's BRI narrative has been facing narrative contestation in the world,most typically,from the United States(U.S.).Against the backdrop of China-U.S.strategic competition,the U.S.has been engaging in a comprehensive and systematic narrative competition against the BRI.By re-contextualizing the BRI,reshaping China's role,and resetting the plot of BRI cooperation,the U.S.aims to mislead the understanding of the BRI in the world,impede the cooperation between China and other participating countries,and pave the way for the proposal of competing alternatives to the BRI.Confronted with the complex and multidimensional narrative contestation,China needs to maintain strategic resolve,further strengthen the coherence of BRI narrative,enhance the narrative stickiness and the effect of international communication,and make good use of the opportunities provided by the Third Belt and Road Forum for International Cooperation(BRF Ⅲ)and its influence,so as to timely and effectively reduce the negative effects of the misinformation and disinformation about the BRI,construct BRI narrative properly,achieve efficient international communication,and promote highquality BRI cooperation.Only in this way can BRI cooperation be steady and sustainable in the future.
