Modern Political Warfare and the Prospect of the China-U.S. Strategic Competition

世界已进入新的动荡变革期,国际政治格局和力量对比加速调整变革。面对大变局的历史走势,美国意图以冷战时期的联合阵线推行大国博弈和战略竞争,重拾政治战作为大战略的重要手段。现代政治战不仅延续了意识形态争控、非战争冲突较量等传统模式,还结合时代之变、科技之变,综合运用舆论战、认知战、混合战等冲突形态,将西方的体系化霸权优势转化为全域政治战攻势,并在俄乌冲突中验证了其战法及效果。本文旨在分析研究政治战在美西方的历史传承和当代演变,呈现当前大国博弈在政治领域的复杂对抗态势,审视美国对华战略竞争中的政治战风险,为加强我国国家安全尤其是政治安全提供借鉴和思考。

As the world has entered into a new period of turbulence and transformation,the international political landscape and balance of power has been adjusting and changing at an accelerated pace.In the historical trend of great changes,the United States intends to resume political warfare as an important means of grand strategy,in order to promote great power strategic competition.Modern political warfare not only inherits the traditional modes of ideological control and non-war conflict,but also combines the changes of the times and advancement in science and technology for comprehensive employment of public opinion warfare,cognitive warfare,and hybrid warfare to transform the systematic hegemonic advantage of the West into an offensive of all-domain political warfare.These tactics and effects have been verified in the Russia-Ukraine conflict.The purpose of this paper is to analyze the historical inheritance and contemporary evolution of political warfare in the United States and the West,and to present the complex confrontation of great powers in the political field.It also examines the risks of political warfare in the strategic competition between the United States and China so as to provide reference and provoke thinking for strengthening China's national security,especially political security.
