县级单位详细规划单元划定与管控内容研究--以河北省内丘县为例

本文通过梳理国土空间规划背景下规划传导的需求和各城市的先行实践,以河北省内丘县为例,从县级单位的实际需求出发,确定了县级单位详细单元划分的原则和分类,提出了“通则+附则”详细规划单元“刚弹结合”的管控内容。同时,基于县级单位详细规划单元的划分和管控,兼顾衔接总体规划与实施性规划,进一步落实规划传导,保障规划实施灵活高效,完善了在国土空间规划体系中对县级单位详细规划单元研究的不足。

This article analyzes the needs and practices of planning conduction under national spatial planning,using Neiqiu in Hebei Province as a case study.It establishes principles and classifications for detailed unit divisions at the county level and proposes a"general provisions+specific provisions"approach for controlling detailed planning units.By considering the integration of overall planning and implementation plans,it aims to ensure flexible and efficient planning implementation.This article also addresses the research gaps in detailed planning units at the county level within the national spatial planning system.
