摘要
互联网时代新兴行业飞速发展,其从业人员的社会保障权益受限于传统政策惯性,大量从业人员仍游离于社保制度之外,职业伤害、失业等现实问题的解决刻不容缓。制度改革的逻辑按照“吸纳-规制-融合”的整体思路推进,“吸纳”是“入口关”,“规制”是“支柱”,“融合”是“趋势”,三者是相互影响、互相促进的关系。改革逻辑的落地重点围绕社会保障的准入门槛、责任分担和费用缴纳三方面推进,如此才能有效彰显社会保障制度的公平性与合理性。
The Internet era has seen a rapid development of new forms of businesses,but because of the limitation of traditional policy inertia,employees in these businesses could not enjoy full social security rights entitled to them,with many still not covered in the social security system,or some urgent practical problems such as occupational injury and unemployment.The logic of institutional reform is an overall three-step“absorption—regulation—integration”thinking,with the first step as“entrance”,the second“pillar”,and the last one“tendency”.The three of them interact with and promote each other.The key of institutional reform should focus on the entrance threshold of social security,responsibility sharing and the payment of fees.And only in this way can the fairness and rationality of the social security system be more effectively demonstrated.
