论大学治理的社会参与:何以可能、何以可为、何以限为

Social Participation in University Governance:Possibility,Function,and Limitation

在我国大学治理结构下,社会主体能动性的产生既取决于“有为的政府”“自主的大学”以及“参与的社会”共同作用下所创设的能动空间,也取决于治理方式变革和治理权力重新配置所创设的运行空间。社会主体的能动性表现为参与广度、程度和频度等三个维度。社会主体在治理结构统领下既有积极的能动性,也受到一定的限制。在我国大学治理结构下,社会主体的能动性受到自身角色定位的限制、政府的限定以及大学自身接纳的限度。对社会参与大学治理何以可能、何以可为以及何以限为的阐释,揭示出社会主体能在多大范围、多强程度上参与大学治理背后的深层逻辑是治理结构和治理主体之间作用与反作用的关系。

In China's structure of university governance,the initiative of social subjects relies on not only the active space co-constructed by“promising government”,“autonomous university”and“participating society”,but also the operation space created by the reform of governance mode and the re-allocation of governance power.The initiative of social subjects is manifested in its breadth,intensity and frequency of participation.In the meanwhile,in the governance structure,social subjects are subject to the restriction of their own role positioning,the government and the university's acceptance.The explanation of the possibility,function,and limitation of social participation in university governance reveals that the deep logic behind the scope and extent of social participation is the interaction between governance structure and governance subjects.
