作为全省的人口大市、经济大市、工业强市,潍坊人均占有水资源量仅为262立方米,低于山东省298立方米的人均水平,约为全国人均占有量的1/8,属严重缺水地区。如何利用有限水资源支撑经济社会高质量发展,一直是潍坊亟待破解的难题。另一方面,全市共有河流405条,潍坊共有注册登记水库531座,数量均居全省前列,面广量大的河库又意味着防汛和水生态保护压力倍增……
