城市公共服务设施分布的社会公平正义绩效评价——以深圳基层图书馆为例

Social Equity and Justice Performance Evaluation of the Distribution of Urban Public Service Facilities:a Case Study on Shenzhen Community Librariess

以空间分析和数理统计模型为基础,利用基尼系数、区位熵和空间自相关及回归模型等构建城市公共服务设施分布的社会绩效评价模型。以城市社区为基本单元,构建“地域公平--社会公平--社会正义”三层级的测度模型,并以深圳基层图书馆分布为例,据此进行分析。研究表明,深圳基层图书馆的地域公平绩效及社会正义绩效评价较高,但社会公平绩效评价较低。总体而言,深圳市基层图书馆分布基本满足了社会公平正义理念的需求,但在人口密度较高、城市建设发展较早的区域仍有较大的提升空间。

Based on the spatial analysis and mathematical statistics model,the Gini coefficient,location entropy,spatial autocorrelation and regression models were used to construct the social performance evaluation model of urban public service facility distribution.Taking urban community as the basic unit,this paper constructs a three-level measurement model of“regional equity-social equity-social justice”,and takes the distribution of grassroots libraries in Shenzhen as an example to analyze accordingly.The research shows that the regional equity performance and social justice performance evaluation of Shenzhen grassroots libraries are higher,but the social equity performance evaluation is lower.In general,the distribution of grassroots libraries in Shenzhen basically meets the needs of the concept of social equity and justice,but there is still a large space for improvement in areas with high population density and early urban construction and development.
