“走出去”战略构想提出以来,中国企业充分利用国内外两个市场及资源不断发展,并以海外工程承包方式参与国际经济合作。工程总承包已成为我国对外承包工程的主要方式之一。我国海外工程总承包项目中相关设备及物资基本在国内采购,并经海运出口运输至项目所在地,我司在越南、赞比亚及阿根廷等国家的能源建设类项目也不例外。其中,设备物资采购合同是总承包项目管理中需要关注的重点。本文将基于光伏发电及风力发电工程总承包项目中设备物资采购合同的签订及过程履约经验,分析海外项目离岸采购合同中国际贸易术语(EXW/FOB/CIF)的选择确定方式。

Since the concept of going global strategy was put forward,Chinese enterprises have made full use of both domestic and foreign markets and resources to develop continuously,and participate in international economic cooperation by contracting overseas projects.The general contracting of projects has become one of the main ways of contracting foreign projects in our country.The relevant equipment and materials in our overseas general contract projects are basically purchased in China and exported to the location of the project by sea.Our energy construction projects in Vietnam,Zambia,Argentina and other countries are no exception.Equipment and materials purchase contract is the focus of general contract project management.Based on the experience of signing and performing the equipment and materials procurement contract in the general contract of photovoltaic power generation and wind power generation projects,this paper analyzes the selection and determination of international trade terms(EXW/FOB/CIF)in offshore procurement contracts for overseas projects.
