数字赋能如何推动农村公共服务高质量供给——基于四川省邛崃市陶坝村“为村”平台的案例研究

How Can Digital Empowerment Promote High-quality Supply of Rural Public Services:A Case Study Based on the“Wecounty”Platform of Taoba Village in Qionglai City,Sichuan Province

农村公共服务高质量供给是影响新时代全面推进乡村振兴和满足农民美好生活向往的关键变量。学界围绕农村公共服务高质量供给提出了供给模式、质量管理和数字工具三种解释进路,但对数字赋能具体如何推动农村公共服务高质量供给的问题仍然研究甚少。本文基于服务质量差距理论和数字治理理论,构建了数字赋能推动农村公共服务高质量供给的理论分析框架,继而通过邛崃市陶坝村“为村”平台的案例研究,深入阐释数字赋能推动农村公共服务高质量供给的因果机制。研究发现,数字赋能推动农村公共服务高质量供给的机制在于,数字化技术基于数字的交互性、共享性、整合性、敏捷性、去中介性等特性,对农村公共服务供给过程形成表达赋能、决策赋能、匹配赋能和评价赋能,针对性地消解了导致农村公共服务质量不高的参与路径闭锁、政绩显示过度、单中心治理格局、信息化水平滞后等不利因素,促使村民的公共服务期望与实际感知之间高度贴合,推动农村公共服务供给达到高质量效果。数字赋能的解释视角丰富和拓展了农村公共服务高质量供给研究的理论范畴,同时对实务部门利用数字技术开展农村公共服务高质量供给提供了有益的政策启示。

The high-quality supply of rural public services is a key variable affecting the compre⁃hensive promotion of rural revitalization and meeting farmers’aspirations for a better life in the new e⁃ra.Academics have provided three explanatory paths for the high-quality supply of rural public services,including supply models,quality management,and digital tools.However,there is still little re⁃search on how digital empowerment promotes the high-quality supply of rural public services.Based on the service quality gap theory and digital governance theory,this paper constructs a theoretical analysis framework of digital empowerment promoting the high-quality supply of rural public services.Then,through the case study of the“Wecounty”platform in Taoba Village of Qionglai City,the causal mecha⁃nism of digital empowerment to promote the high-quality supply of rural public services is explained in depth.The study finds that the mechanism of digital empowerment to promote the high-quality supply of rural public services lies in the fact that digital technology,based on the characteristics of digital inter⁃action,sharing,integration,agility,and disintermediation,forms expressive empowerment,decision-making empowerment,matching empowerment and evaluation empowerment in the process of rural public service supply,and pertinently eliminates unfavorable factors such as the blocking of participation paths,transition of performance display,the single-center governance pattern,and the lag in the level of informatization that led to the low quality of rural public services.It also promotes a high⁃er degree of fit between villagers’expectations and actual perceptions of public services,and promotes the supply of rural public services to achieve high quality.The interpretation perspective of digital em⁃powerment enriches and expands the theoretical scope of the research on high-quality supply of rural public services,and at the same time provides useful policy inspiration for practical departments to use digital technology to carry out high-quality supply of rural public services.
