“县中振兴”计划的执行困境及破解路径

摘要 “县中振兴”计划是我国提升县域普通高中整体办学质量的破冰之策。政策的有序执行是确保政策目标得以实现的关键,基于M省9所县中的调查结果,结合史密斯政策执行过程模型分析发现:“县中振兴”计划模糊化导致政策执行偏差,执行机构权责不明晰导致政策执行力弱,目标群体需求未满足导致政策满意度低,经济文化环境桎梏导致政策执行受阻。在“县中振兴”计划的后续调整与执行过程中,还须优化顶层设计,完善“县中振兴”计划政策内容;明晰权责关系,加强执行机构之间的协同合作;提升目标群体参与度,增强“县中振兴”计划满意度;改善宏观环境,优化“县中振兴”计划执行生态,以持续促进“县中振兴”计划的落实,推动县域普通高中高质量发展。 The"revitalization of country-level senior high schools"plan is an ice-breaking policy to improve the overall quality of country-level senior high schools in China.The orderly implementation of the policy is the key to ensuring the realization of the policy objectives.Based on the survey results of 9 county-level senior high schools in M Province and Smith's policy implementation process model,an objective review of the implementation process of the"revitalization of country-level senior high schools"'plan reveals that policy implementation deviations are caused by policy ambiguities,weak policy implementation is due to unclear rights and responsibilities of the executive agencies,and low policy satisfaction is due to unsatisfied needs of the target groups.The implementation of the policy was hindered by the constraints of the economic and social environment.In the subsequent adjustment and implementation ofthe"revitalization of country-level senior high schools"plan,it is necessary to optimize the top-level design and improve the policy content of therevitalization of country-level senior high schools"plan;clarify the relationship between the rights and responsibility of the departments,and strengthen the synergy and cooperation among implementing agencies;increase the participation of the target groups,to strengthen their satisfaction with the plan;improve the policy implementation environment,and optimize the ecology of the implementation in order to continue the implementation of the plan and promote the high-quality development of county-level senior high schools.
