赋能视角下数字营商环境对企业数字化转型的影响 被引量:3

The impact of digital business environment on digital transformation of enterprises under the perspective of empowerment

摘要 厘清数字营商环境在数字化情境下激发赋能效应并驱动企业数字化转型的具体机制,进一步研究新兴数字技术如何成为推动数字经济发展的新动能,对优化我国数字营商环境建设和推进企业数字化转型具有重要意义。基于赋能理论,结合各地政府开展数字营商环境建设的实践案例,深入剖析数字营商“硬”环境和“软”环境赋能企业数字化转型的机制。研究发现:(1)数字营商环境中的“硬”环境和“软”环境分别从改善基础设施建设和营商制度建设两方面促进企业数字化转型;(2)数字营商“硬”环境和“软”环境均能通过结构、心理和资源3种赋能机制,从不同维度推动企业数字化转型;(3)结合技术嵌入理论,数字技术对“硬”环境和“软”环境赋能过程的作用分别体现在增强物理连接和促进数字互动方面。以上结论对各地政府优化数字营商环境、推动当地企业数字化转型具有一定的参考意义,据此提出加快数字基础设施建设,提高市场准入的便利性,加大公共数据开放共享力度,建立公平竞争的市场秩序,引导和支持企业塑造积极的文化制度等建议。 Summary:The rise of the digital economy provides a significant impetus for economic restructuring,resource reorganization,and the disruption of the competitive landscape.Enterprises,as the core players in the digital economy,have implemented digital transformation strategies that have become imperative for their survival and development in the era of big data.However,the progress of Chinese enterprises’digital transformation is slow,with only 17%achieving significant results.Research indicates that enterprise digital transformation is a comprehensive and complex task requiring joint efforts from the government,the market,and enterprises.Optimizing the business environment,which serves as the soil for enterprise survival and development,is crucial for promoting enterprise digital transformation.Current research highlights the benefits of optimizing the business environment for digital transformation,but further research is needed to explore the policy effects of the digital business environment and its specific impact on microeconomic agents.Finally,digital technology,acting as a bridge connecting the real and digital economies,plays a crucial role as an engine in digital transformation.Therefore,it is important to clarify the specific mechanism by which the digital business environment stimulates the enabling effect and drives the digital transformation of enterprises in the digital context.Further study is needed to understand how emerging digital technology becomes a new driving force to promote the development of the digital economy.This is crucial for optimizing the construction of China’s digital business environment and promoting the digital transformation of enterprises.Based on the theory of empowerment,the empowerment process is explored from three aspects:structural empowerment,psychological empowerment,and resource empowerment.Firstly,structural empowerment breaks down the obstacles to enterprises’access to policy and market information,promoting the interaction and cooperation of multiple subjects to realize the integration of interests.Secondly,psychological empowerment plays a perceptual role,enabling enterprises to truly feel the positive impact of the digital business environment on their digital transformation.Finally,feeling empowered does not mean being truly empowered,and resource empowerment provides direct and necessary support for enterprise digital transformation.Combining specific policy and practice cases of optimizing the digital business environment to empower enterprise digital transformation in various regions of China,as provided by the Business Environment Professional Committee of the China Information Association,the mechanism of empowering enterprise digital transformation by the hard and soft environments of the digital business environment is analyzed in depth.The hard environment for digital business mainly refers to the infrastructure environment,and the soft environment for digital business mainly includes the institutional environment and factor environment.Additionally,digital technology is an important bridge between the real economy and the digital economy,serving as a crucial“engine”in the digital business environment to enable the digital transformation of enterprises.In the hard environment of digital business,digital technology has the potential to accelerate the flow of information,resolve geographical constraints,and reconfigure business processes.In the soft environment,digital technologies can enhance the interactive experience of enterprises and drive the development of personalized transformation strategies.Together,these roles pave the way for digital transformation,enabling companies to be more agile,innovative,and adaptable to the challenges of the digital economy.The study finds that(1)the digital business environment affects enterprise digital transformation through both soft and hard aspects.The hard digital business environment provides the resources needed for transformation and actively builds digital infrastructure to facilitate enterprises’digital transformation,while the soft digital business environment provides more comprehensive enterprise-friendly systems and policies;(2)both the hard and soft digital business environments can promote enterprises’digital transformation in different dimensions through three types of empowerment mechanisms:structural,psychological,and resource.Structural empowerment focuses on the construction of infrastructure in the hard environment and the enhancement of institutional culture in the soft environment.Psychological empowerment is adopted to optimize the external living environment of the enterprise and then trigger the enterprise to produce subjective feelings such as the perception of digital transformation and the willingness to transform,and resource empowerment focuses on the ownership and control of various financial and human resources in the empowerment process.(3)Combined with the technology embedding theory,the role of digital technology in the hard and soft environments is reflected in the use of its powerful data transmission capacity to enhance physical connectivity and the establishment of cloud platforms to improve the interactive experience of enterprises in accessing policy information.By analyzing the enabling mechanisms of the hard and soft environments of digital business on the digital transformation of enterprises,as well as the different roles played by digital technologies in the enabling mechanisms,this study is hoped to provide useful references for governments around the world to optimize the digital business environment and promote the digital transformation of local enterprises.
