1941-1942年中共河南省委“撤干”始末

The Whole History of the“Cadres Retreat”by the Henan Provincial Committee of the Communist Party of China from 1941 to 1942

1941年初,根据中共中央部署,在中央组织部和陈云部长直接领导下,河南省委紧急撤退豫西、豫中、豫西南和豫南地区区委以上干部和过“红”的党员,史称“撤干”。“撤干”的直接原因是河南党组织面临被破坏的危险;“撤干”在秘密状态下进行,不得经过党的公开机构;未能撤离的干部立即实施隐蔽,长期埋伏。至1942年底,河南省委共计向延安撤退干部100余名,向豫鄂边区及其他地区撤退干部300余名。河南“撤干”有效地保存了革命的骨干力量,进一步取得了白区党的工作经验。

In early 1941 the Henan Provincial Party Committee,under the direct leadership of the Central Organization Department and Minister Chen Yun,in accordance with the instructions of the Central Committee of the Communist Party of China,urgently evacuated the cadres above the district level party committees and the“red”party members in western Henan,central Henan,southwestern Henan and southern Henan,known as the“cadres retreat”.The immediate cause of the retreat was that the Henan Party organization faced the danger of being destroyed;The“retreat”should be carried out in secret and should not pass through the open organs of the Party.Cadres who failed to evacuate immediately carried out concealment and long-term ambush.By the end of 1942,the Henan Provincial Party Committee had evacuated more than 100 cadres to Yan’an,and more than 300 cadres to the Henan border regions and other areas.The“cadres retreat”in Henan effectively preserved the backbone of the revolution and gained further working experience in consolidating the Party in the White Area.
