资源有限的跨区域应急物资联合调度

Joint Scheduling of Cross-regional Emergency Materials Considering Limited Resources

摘要 针对自然灾害发生初期,受灾区域内部运力和救援物资有限的情况,本文采用铁路、公路和航空联合运输的模式,考虑灾后道路受损情况,对跨区域应急物资调度问题进行研究。构建三级跨区域应急物资调度网络,以时效性、经济性和受灾点公平性最优为目标,建立多目标优化模型。考虑到NSGA-Ⅱ算法解决多维问题不理想的缺点,采用第三代非支配排序遗传算法(NSGA-Ⅲ)进行求解。算例表明:NSGA-Ⅲ算法所得各目标最优值均优于NSGA-Ⅱ算法,验证了所提出模型及算法的可行性,决策者可更有效地解决跨区域应急物资配送问题,提高应急物流效率,减少灾害带来的损失。 In view of the limited capacity and rescue materials in the affected area in the early stage of natural disasters,this paper adopts the mode of combined transportation of railway,highway and aviation,and considers the damage of roads after disasters to study the cross-regional emergency material scheduling problem.Firstly,a three-level cross-regional emergency material dispatching network is constructed,and a multi-objective optimization model is established with the goal of timeliness,economy and fairness of disaster points.Secondly,the shortcomings of NSGA-Il algorithm in solving multi-dimensional problems were considered,this paper adopts the third-generation non-dominated ranking genetic algorithm(NSGA-III)to solve the problem.The example shows that the optimal value of each target obtained by NSGA-Il algorithm is better than that of NSGA-Il algorithm,which verifies the feasibility of the proposed model and algorithm.Decision makers can more effectively solve the problem of cross-regional emergency material distribution,improve the efficiency of emergency logistics and reduce the losses caused by disasters.
