摘要
为了对见习管制员在席位实际指挥过程中产生的安全风险问题进行风险管理,利用SHEL模型对见习管制员实际生产中的脆弱节点分析,进行风险源识别,通过危险源查找、风险评估等手段识别目前国内空中交通指挥的见习管制员在从见习到放单期间产生的风险源。针对空中交通管理具体实践建立了基于严重性和可能性的风险矩阵和Broda序值的综合风险源排序,给出了对管制员培训工作中存在问题的风险优先级别。研究表明六个风险源需要空管一线各单位重点关注:教员对冲突、特情之间的轻重缓急判断有问题、教员未监控雷达屏幕、教员未监听频率、教员未监听机组复诵、管制室光线照明问题,空中情况过于复杂。
In order to carry out risk management on the safety risks caused by the trainee controller in the actual command process of the seat,the characteristics of the SHEL model are used to analyze the fragile joints of the trainee controller's actual production,identify the risk source,and use the methods of hazard source search and risk assessment.Identify current domestic air traffic command trainee controllers'risk sources during the period from traineeship to order release.According to the specific practice of air traffic management,a comprehensive risk source ranking based on the risk matrix of severity and possibility and Broda order value is established,the risk priority level of the problems in the training of controllers is given.Research shows that six risk sources need to be focused on by air traffic control front-line units:instructors have problems in judging the urgency of conflicts and special situations,instructors have not monitored the radar screen,instructors have not monitored the frequency,instructors have not monitored the unit's replay,The problem of light llumination in control room,the sun's illumination causes the radar screen to reflect light,and the air situation is too complicated.
