庆元交通运输改革“执法+”模式初探

Preliminary Study on the"Law Enforcement+"Mode of Qingyuan Transportation Reform

在浙江省交通运输综合行政执法改革浪潮中,在庆元争创共同富裕示范山区样板背景下,庆元交通部门立足实际,破除体制机制障碍,解决改革中“事多人少、人员老化、基层力量不足”等难题,先行示范,整合交通运输执法、应急抢险、公路养护“三大力量”,在丽水地区首创“执法+”交通运输治理模式,既使交通系统内部优化组合,凝聚执法力量,又聚拢了浙闽边交通执法、基层政府、村级等力量,形成了浙闽边基层治理“网格式”格局,提升了执法效能,为基层交通运输领域治理提供了新思路,为庆元争当共同富裕示范区山区范例、守护“浙江南大门”、引领浙闽边共治共富贡献交通力量。

Under the background of Qingyuan's striving for common prosperity demonstration mountainous area,the transportation department of Qingyuan has broken down the barriers of system and mechanism based on the reality,solved the problems of"fewer people,aging personnel,and insufficient grass-roots strength"in the reform,and demonstrated first,integrating the"three forces"of transportation law enforcement,emergency rescue,and highway maintenance,and initiated the"law enforcement+"transportation governance model in Lishui in the wave of comprehensive administrative law enforcement reform of transportation in Zhejiang province.The mode of"Law enforcement+"traffc management not only optimized the internal optimization of the transportation system,but also gathered law enforcement forces,traffic law enforcement forces,grassroots governments,villages and other forces along the border of Zhejiang and Fujian,forming a"network format pattern of grass-roots governance along the border of Zhejiang and Fujian,and improving the effciency of law enforcement.In the meanwhile,the mode for Qingyuan to become a common rich demonstration area of the mountain example,protect the"southern gate of Zhejiang",leading Zhejiang and Fujian border cogovernance and co-prosperity contribution to the traffic force.
