就业报到证取消后的相关工作机制研究

Research on the Relevant Work Mechanisms after the Cancellation of Employment Registration Certificates

为进一步做好高校毕业生等青年就业创业工作,国务院决定自2023年起,不再发放《全国普通高等学校本专科毕业生就业报到证》和《全国毕业研究生就业报到证》(以下统称就业报到证),取消就业报到证补办、改派手续。文章基于对就业报到证现有各使用环节政策梳理及相关就业情况调研,结合高校就业工作实际,对普通高校毕业生就业特点,就业报到证的应用场景、影响范围、替代办法等进行全面分析,提出关于普通高校相关就业工作机制科学调整的合理化建议,以期为上级部门健全和完善相关就业工作机制提供参考。

To do a better job in the employment and entrepreneurship of young people such as college graduates,the State Council has decided that the National Employment Registration Certificate for College graduates and the National Graduate Employment Registration Certificate(hereinafter collectively refered to as the Employment Registration Certificate)will no longer be issued starting from 2023,and the procedures for replacement and reassignment of the employment registration certificate will be canceled.Based on the policy of the employment registration certificate and the investigation of the employment situation,combined with the actual employment work in colleges and universities,this paper makes a comprehensive analysis of the employment characteristics of ordinary college graduates and a analysis on the application scene,scope of influence and alternative methods of the employment registration certificate,and it puts forward some reasonable suggestions on the scientific adjustment of the employment working mechanism in colleges and universities.To provide a reference to the superior departments to improve the employment work mechanism.
