摘要
探究以环境信息披露为代表的非正式环境规制的实施效果,对如期实现碳达峰和碳中和的“双碳”目标具有重要的现实意义。本文基于双重差分法和三重差分法,创新性地从城市异质性、作用机制、协同减排和动态性等角度弥补了环境信息披露分析的不足。研究发现,环境信息披露对中国城市碳强度具有显著的负向影响,政策效果随着时间演进而呈现日趋强化的特征。此外,环境信息披露对西部城市、五线城市以及非资源型城市的碳强度具有更明显的降低效果。环境信息披露能够通过科技支出效应、产业结构效应显著降低碳强度,城市化效应则起到相反的作用效果。环境信息披露具有协同减排效应,可以减少工业二氧化硫排放量。在剔除相关环境政策干扰等多种稳健性检验后,研究结论依然成立。对环境信息披露的降碳效果的全面评估为构建多元化的环境规制手段,推动协同减排以实现经济高质量发展提供了经验证据。
Exploring the implementation effect of informal environmental regulation represented by environmental information disclosure has important practical significance for achieving the“double carbon”goal of carbon peaking and carbon neutralization on schedule.Based on the double difference method and triple difference method,this paper creatively makes up for the deficiency of environmental information disclosure analysis from the perspective of urban heterogeneity,action mechanism,collaborative emission reduction and dynamics.It is found that environmental information disclosure has a significant negative impact on China's urban carbon intensity,and the policy effect is becoming stronger with the evolution of time.In addition,environmental information disclosure has a more obvious effect on reducing the carbon intensity of eastern cities,western cities,first tier cities,fifth tier cities and non-resource-based cities.Environmental information disclosure can significantly reduce carbon intensity through science and technology expenditure effect and industrial structure effect,while urbanization effect plays the opposite role.Environmental information disclosure has synergistic emission reduction effect and can reduce industrial sulfur dioxide emissions.After excluding various robustness tests such as the interference of relevant environmental policies,the research conclusion is still valid.The comprehensive evaluation of the carbon reduction effect of environmental information disclosure provides empirical evidence for the construction of diversified environmental regulation means and the promotion of collaborative emission reduction to achieve high-quality economic development.
