A Modern Industrial System for Building up China's Strength in Manufacturing:Characteristics and Composition

党的二十大报告提出建设现代化产业体系和加快建设制造强国,建设现代化产业体系与建设制造强国是相互依托、相互促进的关系。现代化产业体系是达到国民经济整体的产业之间和各个细分产业内部构成结构合理、产业发展质量处于高水平的状态,对于建设制造强国起到重要作用。现代化产业体系的基本特征包括完整性、先进性、安全性,时代特征包括智能化、绿色化、融合化,支撑特征包括生态化、集群化、全球化。可以将现代化产业体系划分为现代化的产业结构体系、产业能力体系和保障条件体系三个子体系。产业结构体系包括产业结构与产业质量两个方面,产业能力体系包括创新能力、生产能力、市场开拓能力、供应链组织能力四种能力,支撑条件体系包括基础设施体系、要素供给体系、创新生态体系、产业生态体系、空间承载体系、制度政策体系六种体系。

The 20th National Congress of the Communist Party of China proposed the requirements of building a modern industrial system and building up China's strength in manufacturing.The two requirements are interdependent and mutually reinforcing.A modern industrial system is considered to have a reasonable structure of the industries that make up the entire national economy and within each industry and high quality of industrial development.It is of great significance for building up the strength in manufacturing.The basic characteristics of the modern industrial system include integrity,progressiveness,and security.The characteristics of the times include intelligence,greening,and integration.The supporting characteristics include eco-friendliness,clustering,and globalization.The modern industrial system can be divided into three subsystems:the modern industrial structure subsystem,the industrial capacity subsystem,and the supporting condition subsystem.The industrial structure subsystem involves industrial structure and industrial quality.The industrial capacity subsystem involves innovation,production,market development,and supply chain organization.The supporting condition subsystem involves infrastructure,factor supply,innovation environment,industrial ecosystem,spatial carrying capacity,and institution and policy.
