以民生评价指标体系为基础推进民生调查研究

Promoting People's Livelihood Survey and Research Based on the Evaluation Index System

开展民生调查研究是保障和改善民生的基本前提。党中央提出全党大兴调查研究,注重从人民群众的创造中汲取理论创新智慧,这为改善民生工作提供了方向和方法指引。要深挖人民群众急难愁盼问题、把民生调查工作抓实,需要构建民生评价体系,夯实民生调查基础,同时把握好调查和研究两个部分,以找准民生改善的着力点。围绕学有所教、劳有所得、病有所医、老有所养、弱有所扶及住有所居等方面构建客观评价指标,并综合考虑过程和结果的关联,围绕获得感、幸福感和安全感构建主观评价体系。实践中要提高民生调研认识,做到源于群众制定方案、归于群众开展调研、见微知著深化研究、洞若观火解决问题,并以督查回访形成闭环,推动民生调研落地生效。

The survey and research of people's livelihood is a prerequisite for ensuring and improving people's livelihood.The Central Committee of the Communist Party of China has proposed a nationwide survey and research,emphasizing the absorption of theoretical innovation wisdom from the creativity of the people,which provides direction and methodological guidance for improving people's livelihood.To mine the urgent and difficult issues in people's livelihood and carry out livelihood survey,we need to establish a livelihood evaluation system,consolidate the foundation of livelihood survey,and grasp both the survey and research to identify the focus of improving people's livelihood.This study established the evaluation indicators covering education,employment,medical care,services for the elderly,support for the weak,and housing and comprehensively considers the association between process and results.A subjective evaluation system was constructed encompassing the senses of gain,happiness,and security.In practice,it is necessary to improve the understanding of people's livelihood survey and research,develop plans and carry out survey in a people-centered manner,deepen the research from a subtle perspective,and solve problems with insights.In addition,with supervision and follow-up,a closed-loop system should be formed to promote the implementation and transform the results of people's livelihood survey and research.
