高质量发展背景下师范生公费教育体系扩充研究

Research on the expansion of GENS under the background of high-quality development

实施师范生公费教育既是彰显教师教育制度正义的体现,又是国家建设“高质量教育体系”的要求,师范生公费教育体系因其特有属性与提质机制而成为推进我国教师教育事业高质量发展的战略支撑点。当前,我国师范生公费教育体系扩充政策中暴露出来的现实问题是:扩容举措对基础教育优质均衡发展的拉动力有限,政策设计忽视优秀师范生成长过程的复杂性,政策实施中对师范生与环境间的现实关联性重视不够。在高质量发展背景下,师范生公费教育体系扩充政策调适理应坚持内涵扩充、体系扩充、环境扩充三位一体,着力实现从规模扩充向制度创新、从学校培养向系统支持、从片段培养向环境关怀的全面转型。

The implementation of Government-funded Education for Normal Students(GENS)is not only the embodiment of the justice of the teacher education system,but also the requirement of the country to build a"high-quality education system".The GENS has become a strategic support point to promote the high-quality development of teacher education in our country because of its unique attributes and quality improvement mechanism.At present,the practical problems exposed in the expansion policy of GENS in China are as following:expansion measures have limited pulling power for the high-quality and balanced development of basic education,policy design ignores the complexity of the growth process of excellent normal students,and policy implementation does not pay enough attention to the realistic correlation between people and the environment.Under the background of high-quality development,the policy adjustment of the expansion of CENS should adhere to the trinity of connotation expansion,system expansion and environment expansion,and strive to realize the comprehensive transformation from scale expansion to system innovation,from school training to system support,and from fragment training to environmental caring.
