内蒙古现代科技创新治理体系研究:基于整体性治理视角

Research on Modern Governance System of Inner Mongolia Science and Technology Innovation:Based on the Holistic Governance Perspective

科技创新是推动经济与社会发展及其现代化的原动力,任何一个国家和地区的科技活动及其创新都是创新主体在一定的治理体系中进行的。通过构建“治理理念—组织机构—体制机制—技术工具—政策法规”五维框架,系统分析制约内蒙古现代科技创新治理体系完善与发展的诸多因素,从重塑价值理念、整合组织机构、建立健全机制体制、充分运用新型技术工具及加强相关政策法规等方面提出优化路径。

Science and technology innovation is the driving force to promote economic and social development and moderni-zation.The scientific and technological activities and innovations in any country or region are carried out by innovation entities with-in a certain governance system.By constructing a five-dimensional framework of"governance ideas-organizational structure-insti-tutional mechanism-technical tools-policies and regulations",it is possible to systematically analyze the factors that restrict the im-provement and development of the modern governance system of Inner Mongolia science and technology innovation.Suggestions are put forward from the aspects of reshaping value concepts,integrating organizational structures,establishing and improving mecha-nisms and systems,making full use of new technological tools and strengthening relevant policies and regulations.
