摘要
由于上游、中游和下游的利益诉求和监管力度不同,长江经济带跨区域水污染治理难以协调一致。为化解困难,贯彻长江大保护战略,应建立完备的法律法规体系,成立流域水污染综合治理机构,构建科学的绩效考核评价指标,完善权责协同问责机制,优化治理平台协同制度,塑造协同治理理念,有效治理长江水污染。
Due to different interests and regulatory efforts in the upstream,midstream,and downstream,it is difficult to coordinate and unify cross regional water pollution control in the Yangtze River Economic Belt.In order to resolve difficulties and implement the strategy of protecting the Yangtze River,it is necessary to establish a complete legal and regulatory system,establish a comprehensive governance institution for water pollution in the basin,construct scientific performance evaluation indicators,improve the mechanism of power and responsibility coordination and accountability,optimize the collaborative system of governance platforms,shape the concept of collaborative governance,and effectively control water pollution in the Yangtze River.
