县域地区脱贫攻坚与乡村振兴有效衔接路径研究——以六安市裕安区践行二十大精神为例

Research on Effective Connection Path between Poverty Alleviation and Rural Revitalization in County Areas-Taking Yu’an District of Lu’an City to Practice the 20th CPC National Congress Spirit as an Example

二十大就全面推进乡村振兴战略作出部署,学界围绕脱贫攻坚与乡村振兴战略有效衔接展开的理论研究成果颇丰,但缺少从已脱贫县这一特殊地理场域对两大战略有效衔接的审视。以六安市裕安区为研究样本,剖析其在两大战略有效衔接中存在的产业发展、人居环境、文化建设、政府治理等方面问题与差距,提出要在推动产业扶贫与产业兴旺、促进生态扶贫与生态宜居、进文化扶贫与乡风文明、党建扶贫与科学治理、“两不愁三保障”与生活富裕的等方面两手抓、两手硬的主张,从而探索出推进县域脱贫攻坚与乡村振兴的有效衔接的现实路径。

The 20th National Congress made arrangements to comprehensively promote the rural revitalization strategy,and the academic community has carried out a lot of theoretical research results on the effective connection between poverty alleviation and rural revitalization strategy.However,there is a lack of examination of the effective connection between the two strategies from the special geographical field of the counties that have been lifted out of poverty.Taking Yu’an District of Lu’an City as a research sample,the paper analyzes the problems and gaps in industrial development,human settlement environment,cultural construction,government management and other aspects in the effective connection of the two strategies.It is proposed to promote industrial poverty alleviation and industrial prosperity,promote ecological poverty alleviation and ecological livability,promote cultural poverty alleviation and rural civilization,party building poverty alleviation and scientific governance.Thus,the paper explores the realistic path to promote the effective connection between the county poverty alleviation and rural revitalization.
