大运河国家文化公园江苏段文化遗产保护与利用协调水平评价

Evaluation on the Coordination Level of Cultural Heritage Protection and Utilization in the Jiangsu Section of the Grand Canal National Cultural Park

文化遗产保护与利用是学术界长期关注的问题。国家文化公园是线性文化遗产保护地,也是文化遗产保护与利用的试验田。探究国家文化公园文化遗产保护与利用协调发展水平,是国家文化公园实现遗产活化传承与合理利用双重目标的关键,也是国家文化公园可持续发展的科学基础。采用层次分析法和专家访谈法构建国家文化公园文化遗产保护与利用协调水平评价体系,引入耦合协调模型评价大运河国家文化公园江苏段遗产保护和利用协调水平。结果显示,扬州市遗产保护和利用处于优质协调阶段,苏州、南京处于良好协调阶段,常州、无锡处于中级协调阶段,徐州和镇江分别为勉强协调和初级协调阶段,宿迁、淮安、泰州和南通等市处于失调状态。

The protection and utilization of cultural heritage has been a long-standing concern in the academic community.The National Cultural Park is a linear cultural heritage protection area and also a testing ground for the protection and utilization of cultural heritage.Exploring the coordinated development level of cultural heritage protection and utilization in national cultural parks is the key to achieving the dual goals of heritage activation,inheritance,and rational utilization in national cultural parks,and also the scientific foundation for the sustainable development of national cultural parks.This study uses analytic hierarchy process and expert interview method to construct an evaluation system for the coordination level of cultural heritage protection and utilization in national cultural parks.A coupling coordination model is introduced to evaluate the coordination level of heritage protection and utilization in the Jiangsu section of the Grand Canal National Cultural Park.The results show that Yangzhou City’s heritage protection and utilization are in a high-quality coordination stage,Suzhou and Nanjing are in a good coordination stage,Changzhou and Wuxi are in an intermediate coordination stage,Xuzhou and Zhenjiang are in a barely coordinated and primary coordination stage,respectively,while cities such as Suqian,Huai’an,Taizhou,and Nantong are in a state of imbalance.
