海关视角下中国(江苏)自由贸易试验区适用CPTPP贸易规则的可行性研究

A Study on China(Jiangsu)Pilot Free Trade Zone from the Perspective of Customs Feasibility on Application of CPTPP Trade Rules

CPTPP贸易规则的适用应充分考虑江苏自贸区的产业特点,同时要结合当地的产业特色、资源特色,通过进一步加速自贸区改革,创造良好的营商环境吸引外贸伙伴,提升江苏国际市场影响力和竞争力,形成独特的“江苏制造”品牌。本文基于海关视角,针对在江苏实施CPTPP的可行性,在不断优化和创新自身制度、保留原本的贸易市场条款基础上研究扩大对外开放的贸易新规则,并对数字贸易、相关的法律法规、政策支持、非对等优惠等问题也应给予相应的政策建议。通过本文的研究论述,争取为今后展开外贸工作提供参考,推动自贸区内企业高质量发展。

The application of trade rules of CPTPP should take into full account the unique industrial characteristics of China(Jiangsu)Pilot Free Trade Zone and align with the local industrial characteristics and resource characteristics.By further accelerating the reform of the free trade zone and creating an attractive business environment,it plays a critical role in drawing in foreign trade partners,enhancing Jiangsu’s international market presence and competitiveness,and establishing the distinctive“Made in Jiangsu”brand.This paper analyzes the feasibility of implementing the CPTPP from the customs perspective within Jiangsu,advocating for the continuous optimization and innovation of systems and the retention of existing trade market terms.It calls for expanded openness to international trade by exploring new regulations,while also offering targeted policy recommendations concerning digital trade,related legal frameworks,and supportive policies,as well as addressing issues of non-reciprocal preferences.Through this study,the aim is to provide a reference that will support future foreign trade initiatives and promote high-quality development among enterprises within the pilot free trade zone.
