Balanced and Adequate Development of Libraries'Public Cultural Services in the New Era:Concept,Connotation and Relationship with Equalization

明确图书馆公共文化服务平衡性充分性发展的概念与内涵是研究图书馆公共文化服务平衡性充分性发展问题、解决图书馆公共文化服务领域矛盾的前提和基础。文章基于图书馆学、管理学及社会学相关理论,参考已有相关研究成果,采用逻辑演绎、归纳推理等理论研究方法,探讨图书馆公共文化服务平衡性充分性发展的概念及内涵。研究发现图书馆公共文化服务平衡性发展的核心在于通过科学有效的制度保障、合理的资源配置等手段,不断追求城乡之间、不同区域间图书馆公共文化服务发展水平和供给能力的相对等同,追求服务的公平公正和效率,最终实现服务供给质量与总量在不同区域、不同需求群体间相对均等的过程和状态。图书馆公共文化服务充分性发展的本质在于,图书馆提供的公共文化服务能与区域经济发展水平相适应,并能满足社会公众的公共文化服务需求。

Clarifying the concept and connotation of the balanced and adequate development of libraries'public cultural services is the premise and basis for studying the balanced and adequate development of libraries'public cultural services and solving the contradictions in the field of libraries'public cultural services.Based on the theories of library science,public management and sociology,this paper discusses the concept and connotation of the balanced and adequate development of public cultural services in libraries by referring to the existing research results,using logical deduction,inductive reasoning and other theoretical research methods.The study found that the core of the balanced development of library public cultural services lies in the continuous pursuit of the relative equivalence of the development level and supply capacity of libraries'public cultural services between urban and rural areas and between different regions through scientific and effective institutional guarantee and reasonable resource allocation,and the pursuit of fairness,justice and efficiency of services.Finally,the process and state of the relative equality of service supply quality and total quantity among different regions and different demand groups are realized.The essence of the adequate development of public cultural services in libraries is that the public cultural services provided by libraries can adapt to the level of regional economic development and meet the needs of the public for public cultural services.
