社区治理共同体的生成逻辑和建设路径

The Generation Logicand Construction Path of Common Bodies of Community Governance

党的二十大提出社会治理共同体的建设目标,为推进新时代社会治理现代化提供了方向指引。社区作为人民群众日常生活载体和社会治理基础单元,社区治理共同体建设在学术研究和实践探索中受到广泛关注。本文试图在厘清社区治理共同体基本内涵的基础上,探讨社区治理共同体建设的生成逻辑和路径选择。研究发现,马克思主义国家理论的共同体思想、中国优秀传统文化的共同体基因以及新时代社区治理现实困境是社区治理共同体建设的理论渊源、文化基因和实践基础相统一的生成逻辑。新时代新征程中,要以公共精神培育强化价值认同,以主体关系重塑深化整体联动,以“三治”融合发展构建善治体系,以民主协商机制保障公民参与,以数智融合方式赋能基层治理,打造共建共治共享的社区治理共同体。

The 20th National Congress of the Communist Party of China proposed the goal of building a social governance community,which provides direction guidance for promoting the modernization of social governance in the new era.As a carrier of people's daily life and a fundamental unit of social governance,the construction of common bodies of community governance has received widespread attention in academic research and practical exploration.On the basis of clarifying the basic connotation of the common bodies of community governance,this paper attempts to explore the generation logic and path choice of construction of the common bodies of community governance.Research has found that the community ideology of Marxist state theory,the community genes of excellent traditional Chinese culture,and the practical difficulties of community governance in the new era are the unified generation logic of the theoretical origin,cultural genes,and practical foundation of construction of common bodies of community governance.In the new era and new journey,we need to cultivate and strengthen value identification with public spirit,deepen overall linkage through reshaping subject relationships,build a good governance system through the integration of“three governances”,ensure citizen participation through democratic consultation mechanisms,empower grassroots governance through digital and intellectual integration,and create the common bodies of community governance through co-construction,co-governance and sharing.
