弥合数字鸿沟:教育数字化转型的国际镜鉴与本土应对 被引量:2

摘要 数字技术在教育领域的逐步深化应用为弥合区域间教育发展差距、共享优质教育资源提供了新机遇。但现阶段技术与教育实践耦合性尚有破缺,在数字资源建设、教育数字化治理、数字素养以及评价监测四个方面还存在数字鸿沟扩大的可能。全球主要国家和国际组织为弥合数字鸿沟所采取的行动举措可归纳为顶层设计蕴含公平包容理念、合理配置优质数字教育资源、统筹协调多元主体协同共治、健全标准规范强化监测评估。鉴于此,我国在教育数字化转型进程中应优化顶层设计,创生兼具中国特色的治理体系;夯实数字基座,构建高质量数字教育支撑体系;提高数字素养,关照教学实践赋能的主体自觉。 The gradual deepening application of digital technology in the education sector has provided new opportunities to bridge the gap in educational development between regions and to share high-quality educational resources.However,at the current stage,there are still gaps in the integration of digital technology and educational practice,which could potentially widen the digital divide in four aspects in terms of digital resource construction,educational digital governance,digital literacy,and evaluation and monitoring.The actions taken by major global countries and international organizations to bridge the digital divide can be summarized as follows:top-level design that embodies equitable and inclusive concepts,reasonable allocation of high-quality digital educational resources,coordination of multiple stakeholders for collaborative governance,and the establishment of standards and norms to strengthen monitoring and evaluation.In light of this,China should optimize top-level design and create a governance system with Chinese characteristics in the process of educational digital transformation towards high-quality and balanced education;solidify the digital foundation,build a high-quality digital education support system,enhance digital literacy,and pay attention to the empowerment of the main body's consciousness in teaching practice.
