湖北省加快广义“以竹代塑”发展的建议

Suggestions for Accelerating the Realization of“Bamboo as a Substitute for Plastic”in a Broad Sense in Hubei Province

“以竹代塑”在狭义上是指以竹类产品替代塑料制品的过程和活动,而在广义上则指以生物质材料替代传统高碳材料(塑料、钢铁、水泥等)的过程和活动。近年来,“以竹代塑”成为林业领域极具发展潜力的绿色朝阳产业,但大多数地区产业链集中在狭义的“以竹代塑”上,向广义的“以竹代塑”延伸不够。文章分析了我国“以竹代塑”发展面临的机遇与挑战,阐述了湖北省“以竹代塑”发展现状,认为广义“以竹代塑”具有巨大发展空间。湖北作为竹资源大省,应在国家现有的“以竹代塑”政策上进一步开展技术和制度创新,聚势突破竹基复合材料在工业生产、建筑建材领域“以竹代塑(钢、水泥)”的研发和应用,配套发展日用品、文旅领域的“以竹代塑”,推动形成广义的“以竹代塑”产业体系,助推建材、冶金、化工等传统支柱产业转型升级,为布局绿色低碳产业、推动碳达峰碳中和战略下的高质量发展开辟新领域、新赛道。

Bamboo as a substitute for plastic refers to the process and activities of replacing plastic products with bamboo products in a narrow sense.However,it refers to the process and activities of replacing traditional high emission materials(plastics,steel,cement,etc.)with biomass materials in a broad sense.In recent years,bamboo,as a substitute for plastic,has become a green sunrise forest industry with great development potential.However,the industrial chain in most regions is concentrated in the narrow sense of bamboo as a substitute for plastic,without extending to the broad sense in most regions.This paper analyzes the opportunities and challenges that China has to face during its promoting the initiative of bamboo as a substitute for plastic,and expounds the situation that Hubei province is implementing the initiative.It is argued that bamboo as a substitute for plastics in a broad sense is considered to have a huge development potential.As a big province in bamboo resources,Hubei province should further facilitate technological and institutional innovation based on the existing national policies related to the initiative of bamboo as a substitute for plastic.It should also mobilize resources to make breakthroughs in the R&D and application bamboo based composite materials in the fields of industrial production and building materials,to support the use of bamboo as a substitute for plastics in the fields of daily necessities and cultural tourism,to promote the formation of an industrial system of bamboo as a substitute for plastics in a broad sense,and uphold the transformation and upgrading of traditional pillar industries such as building materials,metallurgy,and chemical engineering,in order to develop new fields and tracks for the low-carbon industry layout and the high-quality development in the backdrop of the“dual carbon goals”strategy.
