“大气十条”政策如何重塑中心-外围产业空间布局?

How Does the Air Pollution Prevention and Control Action Plan Remodel the Industrial Spatial Layout of the Center-periphery?

“大气十条”政策是改善空气质量、重塑产业空间布局的重要抓手。选取2005—2019年211个地级市面板数据,运用双重差分模型和空间杜宾双重差分模型进行研究。结果表明:对于以试点地区为代表的中心地区,“大气十条”政策既是抑制生产性企业进入的阻力,也是促进生产性服务企业进入的动力,且高铁开通和本土市场规模起到显著的调节作用。“大气十条”政策对外围地区的生产性企业进入和生产性服务企业进入产生显著的空间溢出效应,并呈现出随地理阈值上升抑制→促进→抑制→无影响的空间衰减特征。进一步地,生产性企业和生产性服务企业区位选址变化,形成中心“主服务、辅生产”和外围“主生产、辅服务”的产业空间布局,及形成明显的区域产业协同集聚差异。该研究为“大气十条”政策提供新的证据,也为地区内优化产业结构和地区间产业分工提供了新的政策启示。

The Air Pollution Prevention and Control Action Plan is an important push to improve air quality and reshape the spatial layout of industries.Panel data of 211 prefecture-level cities are selected from 2005 to 2019,and the difference-in-difference model and spatial Durbin difference-in-difference model are applied to conduct the study.The results show that,for the central pilot region,the Plan both inhibits the entry of productive enterprises and is a driving force to promote the entry of productive service enterprises,and the opening of high-speed rail links and the size of the local market play a significant role in moderating enterprise entry.The Plan has a significant spatial spillover effect on the entry of productive service enterprises in peripheral areas,and shows a spatial decay characteristic of inhibition→promotion→inhibition→no effect as the geographic threshold rises.Further,changes in the location of production and production service businesses form the industrial spatial layout of“main service,auxiliary production”in the center,and“main production,auxiliary service”at the periphery,as well as the obvious differences in synergistic industrial agglomeration in the region.This study provides new evidence in support of the Air Pollution Prevention and Control Action Plan,as well as new policy insights for intra-regional industrial structures and inter-regional industrial divisions.
