党的建设与国家治理现代化协同推进的实现机制

The Implementation Mechanism of the Coordinated Advance of Party Building and National Governance Modernization

基于中国共产党在缔造新型现代国家和推动现代化建设中的领导地位,中国形成了政党与国家相互嵌入、政党主导型现代国家建设模式。在该模式中,“政党建设”和“国家治理”的协同推进以中国共产党的历史主动性与现代化国家建设的历史必然性之间的相互促进为内在机理;以不断增强党的政治领导力、执政能力和全面从严治党能力来提升国家治理现代化的统筹规划功能、系统推进功能和激励凝聚功能为互构联结的整体呈现;以实现社会公平正义、增进人民福祉、实现国家治理体系和治理能力现代化、实现中华民族伟大复兴为同向同行的价值目标。三者共同彰显了中国特色治理框架下的独特互动逻辑。

Based on the leadership role of the Communist Party of China in building a new modern state and promoting modernization,China has formed a modern state-building model in which the Party and the state are mutually embedded,and the Party is dominant.In this model,the coordinated advance of“Party building”and“national governance”is based on the mutual promotion between the historical initiative of the Communist Party of China and the historical inevitability of modern state construction.The overall planning function,the systematic promotion function and the incentive cohesion function of national governance modernization are presented as the whole of mutual construction and connection by continuously strengthening the Party’s politi‐cal leadership ability,the governing ability and the ability of full and rigorous Party self-governance.And tak‐ing the achievement of social fairness and justice,the enhancement of people’s well-being,the modernization of the national governance system and governance capacity,and the realization of the great rejuvenation of the Chinese nation as our shared value goals.The three together demonstrate the unique interactive logic under the governance framework with Chinese characteristics.
