Reflections on the Comprehensive Revision of Regulations on Quality Management of Water Conservancy Projects

《水利工程质量管理规定》是水利行业实施质量管理的最重要的制度保障,条款修订是新阶段水利高质量发展的风向标。结合新阶段水利工作质量管理面临的新情况、新要求,简述了对该规定进行修订的必要性。从框架结构调整、扩大规定适用范围、进一步完善质量管理制度体系、强调终身责任制、鼓励创新打造品质工程、规范检测单位质量管理、丰富质量监督管理内容、实施验评分离、强化人员管理、强化过程控制、丰富追责手段等11个方面,对比分析了新老规定之间的内容调整,论述了2023版《水利工程质量管理规定》的制度保障作用。

Regulations on Quality Management of Water Conservancy Projects is the most important institutional guarantee for quality management in the water conservancy industry.Its revision serves as a guiding principle for the high-quality development of water conservancy in the new development stage.To address the emerging challenges and demands of hydraulic engineering quality management,we briefly justify the necessity of revising the regulations.We further analyze the role of institutional safeguards in the 2023 version of the Regulation and compare the adjustments to the old and new regulations from 1l aspects.Such aspects include:adjusting the framework structure,expanding the scope of application of the regulations,enhancing the quality management system,highlighting the lifelong responsibility system,promoting innovation for quality projects development,standardizing the quality management of testing units,enriching the content of quality supervision and management,implementing the separation of inspection and evaluation,improving personnel management,strengthening process control,and enriching measures for addressing responsibility violations.
