《大型调水工程后评价报告编制导则》必要性研究

Necessity of the Guidelines for Compilation of Post-evaluation Reports for Large Water Diversion Projects

我国水资源时空分布不均,亟需通过调水工程支撑流域、区域经济社会发展,但目前尚无调水工程后评价编制规范。以该问题为导向,通过梳理我国现有后评价制度,分析总结大型调水工程的特点和存在的问题,论证制定《大型调水工程后评价报告编制导则》的必要性。同时对大型调水工程后评价报告的编制思路、主要内容进行了研究,提出了编制导则的初步框架。

Due to the uneven spatial and temporal distribution of water resources in China,water transfer projects are in urgent need to support the economic and social development of river basins and regions.However,the current lack of specifications for the preparation of post-evaluation of water transfer projects presents a challenge.In view of this,we reviewed the existing post-evaluation system in China,and summarized the characteristics and problems of large-scale water transfer projects.On this basis,we demonstrated the necessity of formulating the Guidelines for Compilation of Post-evaluation Reports for Large Water Diversion Projects.Moreover,we examined the key principles and main contents of the post-evaluation reports and proposed a preliminary framework for the preparation of the guideline.
