产城(镇)融合型农村产业融合发展示范园创建路径研究--以湖北省秭归县为例

Path of Establishing a Demonstration Park for Rural Industry Development through the Integration of Industry and City(Town):A Case Study on Zigui County of Hubei Province

创建农村产业融合发展示范园是探索乡村振兴、促进三农发展的重要抓手。秭归县山高坡陡、人多地少,以柑橘为主导的特色农业产业全国领先,适合创建以一二三产业高效分工布局为特点的产城(镇)融合型示范园。在总结秭归县创建优势和问题短板的基础上,提出以柑橘全产业链为基础,结合以县城为重要载体的城镇化建设,优化城-镇-村产业分工布局,培育壮大经营主体,加强县城辐射带动能力,引导城乡发展要素双向有序流动的发展路径,以期实现以特色农业产业为引领的产城(镇)融合。研究成果对三峡库区柑橘主产县高质量发展具有示范意义。

Creating a demonstration park for integrated development of rural industries is an important means of exploring rural revitalization and promoting the development of agriculture,rural areas,and farmers.Zigui County,characterized by high mountains,steep slopes,dense population but limited land resources,is renowned for its citrus-based specialty agricultural industry.It is well-suitable for Zigui County to establish a industry-city(town)integrated demonstration park that efficiently organizes the labor layout among the primary,secondary,and tertiary industries.Building upon the strengths and weaknesses of Zigui County,we propose that urbanization should be implemented by taking the whole citrus industry chain as a foundation,with the county serving as a vital hub.This entails optimizing the industrial layout by dividing labors among city,town,and village,as well as fostering and strengthening business entities to enhance the county's capacity of stimulating the development of surrounding areas.The aim is to establish a development path that guides the bi-directional orderly flow of urban and rural development factors,ultimately leading to the integration of production and cities(towns)driven by the distinctive agricultural industry.The findings are of demonstrative significance for the high-quality development of the main citrus-producing counties in the Three Gorges Reservoir area.
