建立健全行政事业单位国有资产管理绩效评价制度:进展与建议

Establish and Improve the Performance Evaluation System for State-owned Asset Management in Administrative Institutions:Progress and Suggestion

行政事业单位国有资产是政府履行公共职能、提供公共产品和服务的重要物质基础,在经济下行、财政减收的背景下,管好用好这部分国有资产显得尤为迫切。当前,一些地区仍然存在底数不清晰、制度不完善、执行不到位、与预算衔接不充分等困难和问题,因此有必要建立健全行政事业单位国有资产管理绩效评价制度。近年来,中央和部分省份的实践做法为相关工作的开展提供了有益经验。为此,各地应结合本地实际,加快建立健全行政事业性国有资产管理绩效评价制度,规范制定定性指标,科学设置定量指标,逐步完善配套机制,以评促效,以评促管,有效推动国有资产管理效率的提升。

The state-owned assets of administrative institutions are an important material foundation for the government to fulfill public functions,which provides public goods and services.In the context of economic downturn and fiscal revenue reduction,it is particularly urgent to manage and use these state-owned assets effectively.Difficulties such as unclear inventories,imperfect systems,inadequate implementations and insufficient connection with budgeting still exist in administrative institutions of some regions currently,and thus it is necessary to establish a performance evaluation system for state-owned asset management.In recent years,the practical progress of the central government and some provinces has provided useful experience.Therefore,local governments should base on realities,accelerate the establishment and improvement of performance evaluation systems for administrative state-owned asset management,set qualitative indicators specifically and quantitative indicators scientifically,and improve supporting mechanisms in the meanwhile.By promoting efficiency and management through performance evaluation,the ultimate object is to improve the state-owned asset management efficiency.
