社会组织协同参与乡村振兴路径研究——以F基金会参与南峪村实践为例

Collaborative Participation of Social Organizations in Rural Revitalization:Taking the Practice of F Foundation’s Participation in Nanyu Village as an Example

社会组织在参与乡村振兴中能够提供专业服务、减轻政府负担、弥补政府失灵和发挥各类人才的价值,是乡村振兴中独特的建设性力量。以F基金会为代表的社会组织参与南峪村乡村振兴的实践经验表明:社会组织参与乡村振兴过程中,通过与政府、农民合作社、村干部和村民等多元主体建立互动关系,获得基层政府政策支持、乡村自治组织接纳、农民合作社补充和村民的信任等合法性资源,整合多元力量推动了南峪村的经济发展。社会组织积极参与乡村振兴的协同治理,显著促进了外生型社会组织与乡村内生动力培育的融合发展,提高了社会组织参与乡村振兴的效能。

Social organizations can provide professional services,reduce the burden on the government,make up for the failure of the government,and bring out the value of human resources at different levels in participating in rural revitalization,which becomes a unique driving force for rural revitalization.The practice of social organizations represented by F Foundation participating in the rural revitalization of Nanyu Village shows that in their participation,social organizations establish interactive relationships with multiple stakeholders such as the government,farmer cooperatives,village cadres,and villagers,and obtain resources such as the policy support from grassroots governments,acceptance of rural public power,deficiency making⁃up from farmer cooperatives,and trust from villagers,thereby promoting the economic development of Nanyu Village.The active participation of social organizations in the collaborative governance of rural revitalization promotes the endogenous integration and development of exogenous social organizations and the cultivation of endogenous rural driving forces,and improves the efficiency of social organizations participating in rural revitalization.
