Capability Assurance Element Framework for Enabling the Data Interoperability of Public Data Platform

[目的/意义]为有效改进数据易用性,将数据互操作能力保障要素嵌入公共数据平台建设,为促进数据互联互通提供了一种系统方法。构建公共数据平台数据互操作能力保障要素框架,以期为提升公共数据平台治理能力提供参考。[方法/过程]在比较研究国际上较为通用或典型的互操作框架构成维度的基础上,对文献中涉及的能力保障要素进行文本梳理、要素识别和聚类分析,由此构建框架。[结果/结论]构建了公共数据平台数据互操作能力保障要素框架,包括5个核心维度,19个关键要素,并以江浙省台州市公共数据归集为例进行了验证。

[Purpose/significance]In order to effectively improve the connectivity of data,embedding data interoperability assurance elements into the construction of public data platform provides an holistic approach to improve the interconnections of data.This paper aims to construct a capability assurance element framework to support the data interoperability of public data platforms,in order to provide a reference for improving the governance capabilities of public data platforms.[Method/process]This paper draws core dimensions from internationally common or typical interoperability frameworks and extraction and cluster induction of the capacity assurance elements from relevant literature.[Result/conclusion]This paper constructs a capability assurance element framework for data interoperability of public data platform,including 5 core dimensions and 19 key elements,and provides case analysis and justification and correction by taking public data aggregation in Taizhou City as an example.
