数字化改革背景下浙江省域国土空间治理探索与实践

Exploration and practice of Zhejiang provincial spatial governance under the background of digital reform

国土空间是重要的物质基础和空间载体,对国民经济和社会发展具有重要的推动作用。浙江省坚持数字赋能、多跨协同,持续深化国土空间治理改革。本文浅析浙江省域空间治理的现实需求,提出省域国土空间治理的内涵要义、方法路径,遵循空间数字化、数字可视化、协同网络化、治理智能化新模式,设计、建设省域空间治理数字化平台,构建多类型空间治理数据库、多元化空间治理“一张图”、多用途空间治理工具和多应用空间治理场景,打造空间智治智能底座,形成以规划为引领、保护为前提、利用为重点、安全为保障的浙江省方案,助力实现省域国土空间的精准分析、整体优化、高效利用、依法保护、科学治理。

National land space is an important material base and space carrier,which plays an important role in national economic and social development.Zhejiang insists digital empowerment and multi span collaboration and continues to deepen the reform of territorial space governance.On the basis of analyzing the actual needs,this paper puts forward the connotation and significance,methods and paths,and realizes the provincial spatial governance digital platform,following the new model of spatial digitization,digital visualization,collaborative networking,and intelligent governance.By designing and building provincial spatial governance digital platform,constructing"One Map"of a multi type spatial governance database and a diversified spatial governance map,multi-purpose spatial governance tools,and multi application spatial governance scenarios,this paper creates an intelligent base for spatial governance,and forms a Zhejiang plan that takes planning as the guide,protection as the premise,utilization as the focus,and safety as the guarantee.The platform will assist in achieving precise spatial analysis,overall optimization,efficient utilization,legal protection,and scientific governance.
