自然资源规划监测评估信息管理系统设计

The design of natural resources planning monitoring and evaluation information management system

本文基于“十三五”期间自然资源发展规划监测评估的实践,结合自然资源发展规划数据特点,从需求分析、系统架构、功能实现方面对自然资源规划监测评估信息系统进行研发。通过对规划中的核心指标进行分类,以“目标细分型”模式和问卷调研形式构建重大任务评估指标,从组织、完成、建设和资金维度构建重大工程评价指标并形成规划监测评估指标体系,基于Web技术与数据库技术提出系统主要功能与关键模块的设计思路。该系统具有规划基础数据和指标的实施进度展示、查询、分析与统计等功能,通过分析规划期内的数据趋势性变化特征及影响因素,可实现有效监测规划实施进展情况。

Based on the practice in monitoring and evaluation of natural resources planning during the"13th Five-Year Plan"period,and combined with the characteristics of planning data,this paper studies the development of natural resources planning monitoring system from the aspects of demand analysis,system architecture and function realization.By classifying the core indicators in planning,this paper builds the major tasks evaluation indicators with the"target subdivision"mode and questionnaire survey way,and constructs the major project evaluation indicators from four dimensions which are organization,completion,construction and fund.The main function of the system and the design concept of the key module based on Web and database technology have been put forward.The system has the functions of displaying,querying,carrying on analysis and statistics of the implementation progress of planning basic data and indicator.By analyzing the trend change characteristics and influencing factors of indicator data,it can provide important support to improve the monitoring efficiency during the planning period.
