全生命周期国土空间规划实施监督系统构建——以南宁市为例

摘要 针对国土空间规划实施中的问题,本文以南宁市为例探讨了全生命周期国土空间规划实施监督系统的构建方法,以提升信息化空间治理服务效能。阐明了时空信息、立体监测、预警评估等关键技术,建设了国土空间规划时空信息库,提供了空间管控、监测预警、治理评估和智能决策等信息服务,建立了国土空间规划实施监督系统,满足了国土空间规划全生命周期管理需求。南宁市国土空间规划实施监督系统于2021年上线,已与96家政府部门和企事业单位实现信息互联互通,全过程监管808个国土空间规划建设项目,提升了78%的单项业务审批时效,有效监督了南宁市国土空间规划实施情况。 Aiming at the problem of the implementation of territorial space planning,the construction method of the implementation supervision system in the whole life cycle is discussed to improve the service efficiency of information spatial governance and this paper takes Nanning City as an example.Key technologies of space-time information,stereo monitoring,and simulation warning have been expounded in this paper,and the space-time information database for territorial space planning has been built up.The system provides information services such as spatial management,monitoring and early warning,governance evaluation and intelligent decision,and so on.Moreover,it also develops the implementation supervision information system to meet the needs of the territorial space planning in the whole life cycle management.The implementation supervision system of the territorial space planning for Nanning City has been launched in 2021,which has supervised 808 territorial space planning projects and has interconnected 96 government departments,enterprises and institutions.The timeliness of single business approval has increased by 78%.The practice shows that the implementation of the territorial space planning in Nanning City has been supervised effectively.
