数字乡村建设的理论机制研究

Research on the Theoretical Mechanism of Digital Villages Construction

新时代以数字技术助力乡村振兴是建设数字中国的重要内容。建设数字乡村是促进农业全面升级、农村全面进步和农民全面发展的关键一环。基于程序化扎根理论的研究思路,对26个数字乡村建设的典型案例进行三级编码,遵循“因果条件-脉络-中介条件-行动策略-成效”的故事线逻辑,围绕动力机制、组织引领机制、要素整合机制、制度保障机制及评价考核机制构建数字乡村建设理论机制模型。动力激励机制作为运行过程的出发点,组织引领机制、要素整合机制和制度保障机制是运行过程的重要环节,评价考核机制作为运行过程的落脚点,各个机制共同作用构成数字乡村建设理论机制完整体系,从而实现数字乡村建设理论机制循环运行。由于数字乡村建设内容繁杂,各地区发展基础参差不齐,因此,要因地制宜找准数字乡村建设关键发力点,解决各地实际问题。

In the new era,digital technology assisting rural revitalization is an important part of building a digital China.The construction of digital village is a key link to promote the comprehensive upgrading of agriculture,progress of rural areas and development of farmers.Based on the research idea of procedural grounding theory,the paper carries out three-level coding for 26 typical cases of digital rural construction,and follows the story line logic of“causal condition-context-intermediary condition-action strategy-effect”,the theoretical mechanism model of digital rural construction is built around the dynamic mechanism,organizational leading mechanism,element integration mechanism,institutional guarantee mechanism and evaluation mechanism.The dynamic incentive mechanism is the starting point of the operation process,the organizational guidance mechanism,the element integration mechanism and the system guarantee mechanism are the important links of the operation process,and the destination of the operation process is the evaluation mechanism,all mechanisms work together to form a complete system of the theoretical mechanism of digital village construction,so as to realize the circular operation of the theoretical mechanism.Due to the complex content of digital village construction and the uneven development foundation of various regions,it is necessary to base on the specific analysis of regional practical problems to find the key points of digital rural construction.
