Strategic Path of Green Development Based on Territorial Space Zoning:Industry Selection and Financial Support

在国土空间分区管控政策框架下,亟须基于空间思维探索“规划绿色产业、布局绿色金融”的绿色发展新路径。在对国土空间分区进行内涵解析和经济分析的基础上,以生态保护区、生态控制区、农田保护区、乡村发展区为重点,提出分区绿色发展的优势产业和典型类别。为减轻市场失灵造成的绿色产业融资束缚,应强化政策性金融的作用,并根据分区的要素禀赋与产业特征形成差异化的现代绿色金融支持体系。构建“空间规划—产业发展—金融支持”一体化的思路框架,有助于实现国土空间规划管控政策的传导实施,可为市县制定相关产业布局战略与清单管理提供参考,为丰富绿色金融地域模式提供新的分析思路。

Under the framework of territorial space zoning control policy,it is urgent to study the new path of green development focusing on the overall arrangement of green industry and green financing.Based on the connotation analysis and economic analysis of territorial space zoning,ecological protection area,ecological control area,farmland protection area and rural development area are taken as key areas for advantageous industries and typical categories of green development in the zoning.It is argued that the role of policy financing shall be strengthened to alleviate the financing constraints of green industry caused by market failure,and a more differentiated modern green financial support system shall be formed according to the factor endowment and industrial characteristics of the partition.The proposed framework of"spatial planning-industrial development-financial support"helps to realize the transmission and implementation of territorial space planning and control policies.It can provide reference for cities and counties to formulate relevant industrial layout strategies and list management,and provide new analysis idea for enriching the regional models of green financing.
