实施监测视角下的市级国土空间规划指标评析

An Analysis of Municipal Territorial Space Planning Indicators from the Perspective of Implementation Supervision

指标体系在国土空间规划编制、实施、监测、评估等各环节都起到非常重要的作用,但各环节分别构建的指标体系之间缺乏前后连贯的逻辑关系。基于实施监测的视角解析规划指标选取的标准,对比分析市级国土空间规划指标体系和国土空间规划城市体检评估指标体系,前者的强制性规划内容与约束性指标并非完全对应,同时忽略了对部门任务分工和实施监测的意义;后者的维度和指标排他性不充分,城区范围的不稳定会引起统计口径变化,指标的空间属性被弱化;两者在描述对象、统计时间段和时间点、空间层次对应统计口径等3个方面存在明显的不一致,这些脱节和错位都会导致国土空间规划实施监测效力的降低。

The index system plays a very important role in the preparation,implementation,supervision and evaluation of the territorial space planning system,but it lacks a coherent logical relationship.Based on a comparison of the index systems between municipal territorial space planning and urban physical examination and evaluation,it is concluded that:Firstly,the mandatory content of municipal territorial space planning does not completely correspond to the constraint indicators,and it ignores the significance of the division of departmental tasks;Secondly,the dimension and exclusiveness of the evaluation indicators are insufficient,and the change of statistical caliber leads to the decrease of index comparability;Thirdly,there are obvious inconsistencies in the description object,time of statistics,spatial level and statistical caliber,which will lead to the reduction of the effectiveness of monitoring implementation.
