Theoretical Logic and Practical of Collaborative Planning of Agro-ecological Space in the Metropolitan Area

都市圈农业生态空间具有独特价值,在推进国土空间高质量发展的背景下,面向都市圈农业生态空间的开发和利用成为学界关注的议题,亟待建立新的规划响应机制。引入协同规划理念,全面梳理都市圈农业生态空间的多维特征,明确其协同规划的理论逻辑,包括发展与安全相统筹的价值逻辑,空间与功能共融合的组织逻辑和同编共谋共同实施的行动逻辑。基于对规划核心难点的判断构建3大解决策略。同时,结合武汉市江夏南部区域实践,从发展格局协同、目标定位协同、产业共链协同、空间板块协同、共同行动协同、事权权限协同等6个方面构建了协同规划的核心内容框架。

The development and utilization of agro-ecological space in the metropolitan area has received academic attention due to its unique values in the context of high-quality territorial space development.With the introduction of collaborative planning concept,the multidimensional characteristics of the agro-ecological space in the metropolitan area are sorted out,and the theoretical logic of collaborative planning is clarified,including the value logic of integrating development and security,the organizational logic of spatial and functional integration,and the action logic of co-planning and co-implementation.Based on the judgment of the core difficulties of the planning,3 major solution strategies are constructed.Combined with the practice of the southern area of Jiangxia district in Wuhan city,the core content framework of collaborative planning is constructed from six aspects:synergistic development pattern,synergistic target positioning,synergistic industrial common chain,synergistic spatial plate,synergistic common action,and synergistic power of authority.
